Mayor Whalen discusses the approval of Laguna’s progressive four-phase plan to reopen city-controlled beaches. Governor Newsom mentioned Laguna Beach as a successful example of the use of public spaces, and with that, Laguna Beach may open city beaches on a limited basis.
